The article attempts to identify how the processes of the digital revolution affect the social, political and public administration spheres of the Russian society, and what challenges, risks and challenges arise in this regard. The paper focuses on the fact that the program of digitization of the economy adopted by the Russian leadership does not provide solid social guarantees and that may cause growth of social contradictions and inequalities. The greatest concern, along with the situation on the labour market, is the prospect of a full-scale digitization of social policy. It is suggested that in Russia the revision of the national strategy in the light of the requirements of technological modernization has a certain legitimacy potential, but it must be carried out taking into account the country's historical experience and socio-cultural identity and be aimed at ensuring its sovereignty, security and constitutional rights of citizens. In this context, the question of the compatibility of the models and the pace of social and technological renewal in the national and global dimensions is justified.
