Improvement of state policy in the field of national security

The article deals with the content and relationship between the concepts of state and security; the reflection of these categories in the theory of state and law; the ratio of national security with other types of security. The authors evaluate the results of the analysis of the problems of national security in the present political situation in Russia, conducted by the Laboratory of the Problems of Increase of Efficiency of State and Municipal Management, South-Russian Institute of Management at the end of 2015. The authors concludes that the focus of public attention to the problem of national security has not occupied the leading positions yet. In spite of the internal and external threats to the security of the state, government manages to keep a stable environment in the regions and to instill a sufficient degree of confidence in the stability of the government. At the same time, the problem of improving the state policy in the sphere of security exists objectively, and the professionals of the power unit and qualified experts from civil society and scientific environment must be got to take part in its decision.
