Concerning improvement of the migration policy implementation (case study of the activity of the Altai department of the Federal Migration Service of Russia)

Despite the recent changes in the Russian migration legislation, the author notes a number of unresolved legal and organizational problems in this sphere on the basis of analytical data of the Altai Department of the Federal Migration Service of Russia. The paper emphasizes the relevance of the issues of quotas for foreign workers, definition of criteria for recognition of a foreign citizen as a highly qualified specialist, and requirements for their employers. The author proposes the measures aimed at improvement of the migration legislation and increase of the efficiency of the FMS activities.
