On modern approaches to understanding essence «Electronic democracy» in Russia and foreign countries

In the e-goverment system, e-democracy is the least developed concept in comparison with electronic litigation and e-government. This is due to the fact that electronic democracy, in the opinion of some researchers, is in itself the final stage in the development of the electronic state: when services and elements of e-democracy are introduced, a highly developed information society in the state is implied.
