Subjects of state and municipal control and supervision

Current Russian legislation does not contain the definition of the term of subjects of the state control and supervision. This term is also absent in a scientific literature. Somehow the term is disclosed in the article 11 of the draft of the federal law «On the fundamentals of state and municipal control and supervision». Article 11 proposes subjects which simultaneously carry out state and municipal control and supervision. It means that, for example, local governments carry out state control and supervision, even though they are not the public authorities. Thus, the subjects of state control and supervision entities and municipal control and supervision should be delineated. The authors propose that the article 11, having a lot of disadvantages, must be essentially corrected.
