On the sovereign democracy: critical perusal of a political-and-legal doctrine

The article deals with the history of the conception of the sovereign democracy, it gives its tentative political and legal analysis. The authors try to find the most adequate definition of the sovereign democracy, citing among other things extracts from the speeches by foreign political leaders. One of the principal conclusions of the article is that the conception under consideration proves to be an ideological reactions to legal nihilism in international relations. Unlike the majority of political-and-legal doctrines the conception of the sovereign democracy doesn't claim the role of a strict theory. Its importance is fully confirmed by the fact that as V. Surkov pointed out the necessity exists to remind the political elite of Russia of such most sig-nificant categories as sovereignty and authority by the people.
