Рossibility of placing of gateway sluices on networks of user's access intended for the organization of an exchange and mailing of short messages in case of occurrence of emergency situations are considered. The algorithm of search of places, arrangements of specialized sluices is resulted, the estimation of an operating time of algorithm is given.
