Experience in drawing up a consolidated list of problems requiring scientific resolution faced by the internal affairs agencies of the Russian Federation

Introduction: the article addresses the definition and the role of the Consolidated list of problems requiring scientific resolution faced by the Internal Affairs agencies of the Russian Federation and the method of its formation. The authors analyze the experience of utilizing of this document while planning the scientific researches within the Internal Affairs Ministry of Russia from 2017 until now. Special attention is paid to the difficulties faced by the compliers of the Consolidated list and to the perspectives of its utilization in the scientific support of the Internal Affairs agencies of the Russian Federation. Materials and Methods: the article is based upon materials including those the Ministry’s central office units provided to form the Consolidated list. The main methods allowing to examine the meaning of the Consolidated list and its importance, are the general scientific ones: analysis, synthesis, deduction, induction and others. Results of the Study: The experience of the National Research Institute of the Ministry of Interior of the Russian Federation in drawing up and utilizing the Consolidated list in the years 2016, 2017, 2018, 2020 is viewed. The suggestions and comments on the process of drawing up and utilizing the Consolidated list provided by the Ministry’s central office units, by educational and scientific organizations of the Ministry are analyzed as well as the data from the survey on the results of scientific activity of the Internal Affairs agencies of the Russian Federation in 2019 and 2020. The authors come to the conclusion about the meaning and the importance of the Consolidated list for planning and carrying out researches, the outcome of which will be most demanded in the practical work of the law enforcement units. The utilizing of the Consolidated list will help to eliminate researches on subjects irrelevant for the law enforcement activity as well as duplicating researches. Findings and Conclusions: the experience of drawing up the Consolidated list of problems requiring scientific resolution faced by the Internal Affairs agencies of the Russian Federation has proven the importance of this document, which makes it possible to systematize the operational and performance problems in order to guide researchers and practitioners choosing research priorities.
