The legal issues of supervision of the commissioners for human rights by the prosecution authorities

The research analyzes the legal regulation issues of keeping the Commissioners for Human Rights and Children’s Commissioners under the supervision of prosecution authorities and examines the legal features of the Commissioners’ status. The federal and regional legislation is reviewed. The critical issues in this field are defined. In particular, the ambiguous legislative consolidation of the legal status of regional ombudsmen is a matter of debate over supervision of their activities by the public prosecutor. Inconsistent standards of regional and federal laws governing the activities of officials under review do not only clarify the possibility of keeping the regional Commissioners for Human Rights under the prosecutor's supervision but also subordinate the prosecutor’s supervisory function to laws and regulations of the constituent entities of the Russian Federation.
