The article discusses the authorship of the pre-revolutionary draft bill on employees'' insurance. V.I. Lenin''s death caused some disagreements in the assessment of his role in the pre-revolutionary labor insurance movement by his contemporaries. The author considers the key points of the discussion on the matter, possible reasons of their emergence and development.
