On accelerating the economic growth of Russian regions based on the development of interregional value chains

The current development problems of Russian territories are aggravated against the background of the turbulence of the world and Russian economy, which is refl ected in increased market volatility, instability of the international fi nancial system, slowing down the formation of new transnational production chains, decrease in investment fl ows, and decline in real incomes of the population. In crisis conditions, an urgent task for Russian regions is to search for the most promising economic sectors that can become growth drivers for the entire socio-economic system. This task is specifi c due to the vast spaces and the high degree of polarization of the country's economic fi eld. In this regard, the purpose of the research is to substantiate the development of interregional value chains in the direction of consumer goods production (“economy of simple things”) and to assess the economic effect of creating additional demand. To achieve the goal, we have solved the following tasks: we have aggregated industries according to the purpose of their products (fi nal, intermediate and investment demand, as well as mechanical engineering), calculated and evaluated the economic effects of their stimulation, and considered the contribution of territories. The methodological basis of the research is general scientifi c methods of analysis, synthesis, comparison, generalization, as well as tools based on the methodology of intersectoral balance. The calculations have made it possible to identify problems and limitations for the growth of machine-building industries, to prove the importance of the mechanical engineering development, which is expressed in an increase in the main economic indicators. We have determined that the industrial products production for fi nal consumption has the second largest multiplier effect after mechanical engineering, while the development of commodity production in the consumer sphere is characterized by signifi cantly less complexity, resource intensity and knowledge intensity, and therefore it is advisable to accelerate the development of the sector of end-use products. The research results can be used to develop strategic documents for spatial development, programs for the development of economic sectors and industrial clusters. In the future, we will continue searching for new growth points and the most promising areas of structural changes for the transition of regions and the country as a whole to sustainable socio-economic development.
