Union of municipalities: pro et contra

The article considers a complex and contradictory process of merging of municipalities in the Western Urals. On the example of the urban district of the city of Berezniki and the Usolsky municipal district of the Perm Region it shows methods and forms of combining these territories for the last 100 years. The views of residents and responsible persons on the prospects for the development of a new municipal formation on the upper Kama are presented.
