The article deals with issues of road safety as a socio-technical system. An overview of the research results of a number of scientists in the field of road safety has been carried out. The problems of the theoretical foundations of the road safety, the rule of law as a specific state of social relations, as well as a systematic approach to ensure the safety of the road users have been considered. In addition, the basic directions of reforming the police legislation and the separation of functions of state bodies in the sphere of road safety are put forward.
