Ensuring the effective interaction between universities and the real economy

The sustainable long-term development of Russia requires maximizing the efficiency of the use of intellectual capital through the creation of innovative economy and applying modern organizational solutions. Among the policy tools to ensure a sustainable competitiveness of territories and sectors a cluster approach is proposed the implementation of the concept of the «triple helix», which examines innovative development through the dynamics of the relationship of a university, the real economy and the state. The aim of the article is to search ways to develop this model and identify approaches to assessing the effectiveness of its functioning.
