The purpose of research is to study various aspects of the activities of economic subjects in the field of ensuring their economic security in the conditions of the "new normality", characterized by increasing instability and economic uncertainty. Research methods: general scientific, comparative and statistical analysis and systems theory. Based on the analysis of external and internal factors of uncertainty, their complexity and diversity are emphasized, requiring economic entities to make adequate, often nonstandard, management decisions. The author draws attention to the fact that uncertainty significantly complicates the solution of various management tasks. Moreover, the existing approaches to their solution may not be feasible with a significant increase in uncertainty and instability. The scientific novelty of the study lies in the author's proof of the need to improve human capital and improve the level of education, which is considered as the basis for ensuring economic security in the context of the "new normality". This is justified by the position that a higher level of human capital allows the development, adoption and implementation of the most effective decisions by business entities, the need for which is due to the need to ensure their economic security. The practical focus of the study lies in the formulation of the tasks that arise in this case, which are inextricably linked with innovative development, and the development of recommendations for a solution. This implies an increase in the share of employees, as well as consumers of innovative goods and services, with a high level of relevant knowledge, skills and competencies. Based on the results of the study, the author formulates interrelated proposals, the implementation of which will increase the level of human capital and will contribute to the achievement of economic security of key economic entities, taking into account the peculiarities of the Russian economic system and the conditions of the "new normality".
