This article discusses the concept of a refugee and their rights in the Republic of Kazakhstan. The 1951 Convention relating to the Status of Refugees is a fundamental document of international law characterizing the rights of refugees and their form of protection. States are responsible for protecting the rights of both their citizens and refugees. If the state is not able or not ready to do this, then people may face so serious threats that they will be forced to leave both their country and the country in which they sought asylum. If this happens, then international organizations that protect people and respect the basic rights of migrants, including refugees, must intervene.
