Compulsory medical insurance in the Russian Federation: an economic and legal view

In the Russian Federation, there is a long-term economic and legal tension in the relations of subjects of compulsory medical insurance. The main problem is that the compulsory medical insurance is too voluminous and multi-subject, which is not economically and legally justified without a clear algorithm for implementing the rights and obligations of each participant in the compulsory medical insurance. The main problems arising from the interaction of participants in economic and legal relations in the field of compulsory medical insurance are considered: medical organizations, insurance medical organizations, territorial funds of compulsory medical insurance, the federal fund of compulsory medical insurance, citizens of the Russian Federation. The problem of multi-stage and multiple determination of the volume and cost of medical services provided at the stages of allocation of funds is noted. Suggestions are given to improve the functioning of healthcare using medical savings accounts.
