Obligatory requirements for entrepreneurial activity: control and liability issues

The article examines the legal nature of the institutions of control and responsibility in the context of violation of the mandatory requirements for entrepreneurial activity. The content of the rule of law is formulated, which determines the need to comply with mandatory requirements in the implementation of entrepreneurial activity as the fundamental principle of its public law regulation. The author analyzes the ratio of control measures and responsibility, establishes the differences due to the mismatch of their goals and functions, concludes that there is a close connection and mutual influence of the public and private law statuses of business entities.
