Substantiation of an integrated approach to the management of the development of deposits in the Arctic shelf

The article deals with the methodological aspect of the formation of a management system of the development of Arctic Shelf deposits on the basis of complexity, which consists in the feasibility of including various aspects of the development of these fields in the model. The program-target approach is proposed to be considered as a key one in the process of forming a management model that allows the flexibility of the entire system. Target installations are developed in all subsystems, including both the production cross-section directly related to oil production, and infrastructure development, ensuring environmental stability, as well as the risk management subsystem. As the internal and external environment changes in relation to oil and gas production structures, the goals can be transformed to meet the needs of all participants in the process of developing the Arctic Shelf. And subsequently, the approved targets will serve as the basis of the formation of programs aimed at achieving them. At the same time, it should be noted that the article addresses the issue of selecting management solutions for inclusion in the relevant programs by reducing the selection procedure to solving a multi-criteria problem. Currently, this approach can only be implemented through the active implementation of digital solutions in the process of developing Arctic Shelf deposits.
