Justification for the Creation of a Tourist and Recreational Cluster for the Development of the Labor Potential of the Territory

The article analyzes the labor potential of the territory from the point of view of the possibilities of its development as a result of the formation of a tourist and recreational cluster in the coastal zone of the river. Volga Bezenchuksky district of the Samara region and adjacent territories. For this purpose, studies were carried out on the demand for tourist services in the municipal district and in the Samara region as a whole, the state of the labor potential of the municipality in the context of the needs of the tourism industry, an assessment was made of the possibilities for developing labor potential, the position of the Samara region in the tourist infrastructure market of the Volga Federal District. To assess the labor potential and the demand for tourism services, official statistics were used, supplemented by operational data. The main results of the study make it possible to predict the possibilities for the development of the tourist and recreational cluster of the territory, which serves as a stimulating factor for creating jobs, securing labor resources, and developing labor potential. Development prospects are justified by changing trends in tourism priorities, a decrease in demand for international tourism, and an increase in domestic tourism. Bezenchuksky district is a fairly new direction for organized tourism in the Samara region, which has a unique natural potential, Vasilevsky Islands and Aleksandrovskaya floodplain is a traditional place for spontaneous tourism associated with fishing and camping. The development of the tourism cluster requires organizational and managerial decisions both on the part of the commercial sector and on the part of government agencies, the formation of conditions for cooperation with participants in the tourism and recreational cluster. The developed education system of the Samara region, rich historical, natural and cultural traditions create the basis for designing the concept of a tourist and recreational cluster and developing the labor potential of the territory.
