The article is devoted to innovative education as the main methodology in the theory and practice of management of educational organizations, its role in the strategies of social and economic development of regions, and the creation of a favorable investment climate. Higher professional education, based on an innovative subject-subject paradigm, is not only a source of replenishment of human capital, but also the formation of a special social category - the middle class, and with it - the socio-cultural environment without which it is impossible to develop an innovative economy. All this gives grounds to identify the close links between the development of innovative education, the formation of the middle class, the investment climate, and ultimately - the innovative economy; This model works both at the level of individual regions and the country as a whole. A prerequisite for the development of innovative higher education institutions is the provision of access to higher education for the widest segments of the population, which solves, among other things, the problem of the socialization of young people.
