The article analyzes the development of the sector of infrastructure management in countries with market economies. We consider a general four-stage model of gradual evolution of the market, in which the main arguments are the features of the services, as well as various models and concepts of market forces of competition and their impact on the business model of infrastructure management, in particular the concept of Porter and L. Downes. Concludes that the possibility of using the general laws of the market model of development management services for infrastructure for forming a strategy of competitiveness of domestic enterprises.
