The subject of the article is the formation and development of the General theory of human rights (individuals and legal entities), methods of research of social and economic functions and roles of the science of human rights, human rights, methods and tools of research in the framework of the science of human rights; the object of the article is human rights; the purpose of this work is the development and further formation of the methodology of the General theory of human rights (science of human rights); to achieve this goal, the following tasks are solved: to study the essence, content and international legal sources of the concept of “human rights”; to form the methodological foundations of the General theory of human rights as part of modern science; to describe the object, subject, functions and roles of the General theory of human rights in socio-economic development within the framework of the system-management approach; to study the social and economic content and the value of human rights inherent in various social and economic groups; to determine the theory of human rights as the structural elements of the science of human rights; the article forms the main provisions of the scientific discipline on human rights - the General theory of human rights (the science of human rights); as part of the science of human rights it is highlighted as its elements of the theory of human rights; General and particular theories of human rights are studied as part of modern science, intersecting with philosophy, theory of civil society (civology), theory of management, theory of innovation (Innovatika) and other Sciences, much attention is paid to the development of a system - management approach in the General theory of human rights, the science of human rights (and its components of the theory of human rights) is considered not only as a General theory of human rights, but also as a structural element of social and economic systems, subjects of social and economic management, with the emphasis on methods of research of social and economic importance of human rights, the concept and content of the concept of “culture of implementation of human rights”, reflected the impact of the rights of individuals and legal entities on the probability of crisis and conflict
