The general problem of decision-making and the phenomenon of uncertainty

The set of the main characteristics of the decision-making situation is considered together with the basic axioms of the control theory. The problems of choosing optimal solutions under uncertainty and risk, as well as limiting the allowable time interval for decision-making are analyzed. Depending of the conditions of decision-making situation, the composition of the initial data necessary for choice optimal decisions and ensuring achievable management efficiency is justified. The nature of uncertainty caused by irremovable incompleteness of information at the macro level and the action of the uncertainty principle of quantum mechanics, which has the status of fundamental law of nature, are compared.
