The article presents materials based on the expert discussion of the conference "all-Russian voting on amendments to the Constitution of Russia 2020: campaigning, voting progress, results, regional features", dedicated to the features of the vote that took place on July 1. The article reflects the theoretical aspects of understanding the all-Russian vote, its political and social significance, the problem of its perception in the expert environment, the search for the causes and consequences of this electoral procedure. The issue of all-Russian voting is widely discussed among political scientists, lawyers, and specialists in the development of civil society institutions.the article presents an attempt to understand this phenomenon.
