Public and educational activity of Russian intelligentsia at the turn of 19-20 centuries (case study of I. N. Kibardin)

The article deals with social, political and educational activities of I.N. Kibardin, a representative of the local intelligentsia of the Vyatka Territory. The author studies peculiarities of library and publishing business he organized, observes his work experience in the local zemstvo and municipal authorities resulting in deeper involvement of these government bodies in cultural and educational spheres of the public life.
