Public control in the system of local self-government as a factor of development of civil society

In the system of local self-government the organs of state power, bodies of local self-government, and municipality population are endued with supervisory functions; municipality population exercise them directly and through various social structures. Public control is one of the factors in development of civil society in Russia, which should be accompanied by the extension of public control exercised directly by the municipality population. In the literature, there are several points of view on the place of public control in the system of local government. The author notes that public control should be considered as one of the forms of public participation in local government, and therefore, it is necessary to supplement the Federal law of 6 October 2003 «On General principles of organization of local self-government in the Russian Federation» with the relevant norm.
