At present, a significant number of Russian citizens due to their educational, service or labour relations with state and municipal enterprises or institutions in the area outside the place of their permanent (usual) stay, use premises in hostels as a place of temporary residence. At the same time, there is no concept of hostels in the legislation and in modern legal doctrine. Based on the study of the current housing legislation, the article concludes that it is necessary to preserve hostels as part of the specialised state and municipal housing fund. Under hostels in the article, it is proposed to understand specially constructed or converted buildings owned by the state or municipality, residential premises (rooms or flats) in which are included in the specialised housing fund and are intended for temporary residence of certain categories of citizens under contracts for rent of specialised residential premises during their work, service, training or other period determined in accordance with the requirements of regulatory legal acts. Classifications of modern hostels are proposed.
