The community and authority: the economic self-governance in the Ural Cossack army in 1905-1907

The author analyzes the economic and financial crisis of the economic self-governance in the Ural Cossack army in 1905-1907, which detected the ineffectiveness of the local administrative authorities’ policy. At that time the elected representative body of the Ural Cossack army put forward a program of municipalization of land and transformation of the traditional state controlled administrative system in order to make a new model of a financial and economic self-governance.
