Review of the all-Russian youth forum campaign: history of development and formation

The article is devoted to the review of the All-Russian Youth Forum campaign conducted by the Federal Agency for Youth Affairs annually. The paper examines the history of the development and formation of the forum campaign: from the Seliger youth forum to the federal forums of modernity. The author identifies and characterizes two stages of the development of forums in Russia - chaotic and systemic. Special attention is paid to the analysis of Methodological recommendations on the organization and conduct of youth forums from the Federal Agency for Youth Affairs.
