Evaluation of Russian state corporations activities from the ESG-approach position

The article discusses the issue of assessing the activities of Russian state corporations. It is shown that the assessment of state corporations, due to their functional features, cannot be carried out according to the same principles as for ordinary commercial companies. It is proposed to use an approach based on assessing the involvement of state corporations in solving environmental, social and management problems (ESG-approach). Trends in the growth of public attention to the ESG approach are analyzed, its positive and negative features are identified. The analysis of the SC «Rosatom», SC «Rostec» and SC «Roskosmos». The assessment of the level of their attention to ESG-principles is carried out. It is concluded that all of them to one degree or another in their development are guided by ESG-criteria (especially social and environmental aspects). It is noted that the excessive secrecy of some state corporations prevents a full analysis, which is contrary to the principles of the modern business environment. It is noted that the development of state corporations cannot be carried out in isolation from the implementation of global national goals, which in the Russian Federation themselves largely correspond to ESG-principles. At the same time, their integration into the management system of state corporations will require reforms aimed at increasing the correspondence of the tasks and functions of state corporations to the tasks and functions of state development institutions.
