The paper suggests tools to improve the estimation of investment attractiveness of regions. Justified by the impact of the intellectual potential of the region to increase its investment attractiveness. Shows the author's method of estimation the intellectual potential of the region, based on the construction of the integral rating on aggregate private indicators characterizing working, institutional, innovative scope of regional activities in view of their entropy.
