Assessment of the funding and role of state programs in the direction of «New quality of life» in the development of the Russian economy

This article examines the system of financing the socio-economic development of the country in 5 directions: «New quality of life», «Innovative development and modernization of the economy», «Ensuring national security», «Balanced regional development»,»Effective state». The «New quality of life» direction and the state programs of this block are analyzed in detail. Each program since 2012 has been studied, its evolution and changes. The main problems of implementing state programs include such as periodic changes, incomplete funding, inconsistency of individual indicators with the program goals, insufficient funding from the budgets of subjects subject to co-financing, and difficulty in determining effectiveness. Despite the global expenditures of the state on the socio-economic development of the country, there is no economic growth, GDP growth in the planned volumes, indicators of innovation activity and social security have not been achieved.
