The article formulates a set of basic competences the government employees should have to be able to work in the e-government system. The author presents a list of normative documents defining the required abilities, and describes results of the inquiry of experts and civil servants. The research suggests an approach allowing to organize the assessment of the information technologies competence of the government employees and to develop a method of their training management.
