The research determines the current development trends in the social sphere of the federal city of Sevastopol and the possible use of public-private partnership to upgrade social enterprises of the region. The relevance of development projects on social infrastructure sectors differs according to the level of public satisfaction with the service quality of public health, pre-school educational, and cultural institutions. The increased and accelerated modernization rate of social enterprises is specified by the diversification of funding sources: in addition to public funding, it is necessary to use private investment. The opportunities to attract private investment to social enterprise modernization projects depend on the willingness of Sevastopol business community to deal with public-private partnership. The research findings make it possible to identify the areas for improvement of public health, pre-school educational, cultural, and tourism enterprises in Sevastopol. Nevertheless, not all entities in the region are aware of the potential of public-private partnership. An increase in business community motivation for being involved in social enterprise modernization will require public authorities to create a favorable environment for the enhancement of public-private partnership by developing measures to raise awareness of regional companies about the benefits of state-business cooperation.
