The rapidly accelerating development of mankind has put civilization at the end of the 20th and the beginning of the 21st centuries in front of exceptionally important universal problems, the solution of which determines the future of our planet. Therefore, at this stage of its development, the problem of ensuring the security of every person, any country, the entire world community is the most urgent, most important need of our time, because we are talking about the successful resolution of a crisis situation, ensuring the survival of civilization and creating conditions for its further and sustainable development. Fire is an uncontrolled combustion process that harms society and the environment. Fire hazard - the danger of the emergence and development of an uncontrolled combustion process (fire) that is harmful to society, the environment, the object of protection. Fire risk is a quantitative characteristic of the possibility of realizing a fire hazard (and its consequences), measured, as a rule, in appropriate units. Fire safety is the state of the object of fire protection, in which the values of all fire risks do not exceed their permissible levels. Security is the state of protection of the object of protection from any kind of danger. Risk - the probability of causing harm to the life or health of citizens, property of individuals or legal entities, state or municipal property, the environment, life or health of animals and plants, taking into account the severity of this harm. Permissible fire risk - fire risk, the level of which is acceptable and justified based on socio-economic conditions. Social fire risk - the degree of danger leading to the death of a group of people as a result of exposure to fire hazards. Individual fire risk - a fire risk that can lead to death of a person as a result of exposure to fire hazards.
