Assessment of tools to promote the development of material production in Russia in the context of the transition to a post-industrial society

The transition to a post-industrial society has led to a complete restructuring of socio-economic relations in society. The active development of the service sector and information and communication technologies (ICT) today has provoked the emergence of a serious problem in Russia - deindustrialization and a low level of development of the country’s scientific and technical base. This study is devoted to the analysis of the main measures implemented at the federal, regional and local levels in order to overcome emerging threats. Based on the assessment of existing tools to support industrial production, as well as the field of research and development (R&D), the author identified the main problems leading to a decrease in the effectiveness of their implementation. In particular, we are talking about the imperfection of tools to stimulate the necessary transformations, control and reporting, as well as the inconsistency of the modern training system with the needs of the domestic labor market. At the end of the study, possible ways to improve existing support measures were identified, as well as new tools were proposed (not only at the federal, but also at the local level), the competent development of which can contribute to the expansion of the sphere of material production in Russia, as well as the activation of innovative activity in our country.
