Investment portfolio evaluation of development strategy Novosibirsk region

The article assesses the investment portfolio on the development Strategy of the Novosibirsk region on the basis of business projects and public-private partnership (PPP) projects through the methods of comparison. The main purpose of the work is to study the implementation of the most important business projects and PPP projects of the investment portfolio of the region until 2025. In the present work for definition of investment attractiveness of the region the method of linear regression, namely on index of determination of accomplishment of the departmental target program "support of innovative and investment activity of the organizations of a scientific and industrial complex of the city of Novosibirsk" taking into account regional support is considered. The article uses the method of evaluation in the implementation of business projects for the period from 2014 to 2025 in the comparison and comparison of indicators such as the number of investment projects, capital investments in these projects under the program and taking into account regional support, employment of the region in the submitted projects, the real income of the population. This analysis revealed a number of problems, as well as the advantages and disadvantages of the method used to assess the implementation of business projects. On the basis of the statistical hypothesis testing according to Pearson's criterion, it is concluded that the use of the proposed evaluation methodology allowed obtaining minor discrepancies of empirical and theoretical data for the period from 2014 to 2017. and prerequisites for further research for the forecast periods from 2018g. on 2025g., where at this stage of calculations the main problem is the lack of certain information on some business projects, which significantly affects the investment attractiveness of the region as a whole.
