Performance evaluation of public administration in implementation of federal programs

The article discusses considers the currently topical issue of financial management in the public sector. Disclosed division management system into subject and object. Next attention focuses on the study of management and assessment of the economic and social efficiency in the use of financial resources in the public sector. The author gives a brief description and proposes an approach to the study and analysis of the effectiveness of financial management, in terms of features of the public sector and the current conditions of its operation. In this analysis, proposed to include two additional components of the economic effect: the relevance of indicators of the program and the social impact of its implementation. Testing of methods proposed by the author, as an example of the state program "Development of physical culture and sport", has allowed more objectively and succinctly to assess the potential impact of its implementation.
