Assessment of the efficiency of municipal governance in the conditions of digitization

The article examines the transformation of the system of state control over the activities of local self-government bodies, driven by digitalization processes and the adoption of a network approach. Based on an analysis of the evolution of control mechanisms, a model of integral monitoring is proposed, synthesizing key performance indicators (KPIs), big data technologies, and institutions of public participation. Systemic barriers that reduce the effectiveness of control are identified, and practical recommendations for its optimization are formulated to ensure the sustainable development of municipal entities.
