The authors have developed the technique of evaluating the effectiveness of students' research and innovative activities at a higher school based on mathematical hierarchy analysis. The technique provides determining the numerical integral index value characterizing the state and allowing to define the trends of developing the work of this kind. Using the technique developed the authors have calculated and presented the retrospective quantitative index values on the example of Penza State Technological Academy.
