Estimation of the scope of human capital under the conditions of the realization FGOS VPO of the third generation: the problem and the solution

There is examined the concept human capital from the point of view of the level of intellectual and spiritual development, qualification, innovation abilities of workers, their workmanship and conscientiousness, acquired in the process of training, formation and working activity. There are covered the issues of competences estimation and represented the ways of their solution. In addition to this, there is paid the attention to formation [portfolio] in the conditions of realization FGOS VPO of the third generation.
