The paper evaluates the effectiveness of the disciplines for servicing requests for designing infocommunication services in a non-stationary resources flow. The situation is considered in which part of the applications is refused in implementation. A comparison of well-known application service disciplines is made and their advantages and disadvantages are shown. The new discipline of servicing requests for designing info-communication services with a non-stationary flow of resources is given. The main idea of this new criteria is to maximize the value of error function. Error function combine the addictiveness effect of creating info-communication service for organization, rejecting of requests and to container request into queue. The advantages of the developed application service discipline for designing info-communication services in comparison with the most well-known application service disciplines are considered. This effect is viewed at the situation of required resources to using resources ratio is more than 1.15.
