Estimate of the human capital modernization characteristics (the Chuvash Republic as an example)

The article shows a great importance of human factor in the innovation economy of the Chuvash Republic. The author has proposed a new approach to estimate the interrelation between social modernization processes and transformation of ethnic identity.
