Assessment of the clustering potential of regional consumer cooperation organizations of the Siberian federal district

Consumer cooperation system of the Russian Federation is in fierce competition situation. To strengthen its positions and development it has to search and to realize competitive advantages constantly. Existing assessment methodologies of building perspectives for business clusters based on of a business association into a single territorial complex allow for similar analysis over regional organizations of consumer cooperation territorial of Siberian Federal District. Quantification of clustering region potential based on statistical indicators is a pledge of effective cluster policy. This subject study is necessary for territorial development, optimization of management processes and minimization of risks associated with implementation of a cluster course. The article explores methodological tools and aspects of the problem. Conducted research and calculation results allow for quantitative benchmarking of integral indicators of cluster development course in the regions what could be used as basis for the formation of interregional clusters. Goal - to measure clustering potential of regional consumer cooperation organizations of Siberian Federal District and to estimate perspectives of cluster development. Complex of general scientific (comparison) and specialized methods of regional economic are used in the research process and calculations. Scientific novelty of research is in obtaining the estimated clustering indicators for regional consumer cooperation organizations of Siberian Federal District and ranking regions by group depending on the prospects of the territory. Using methodological tools for rating the prospects of territory development on the basis of the cluster approach revealed the potential for clustering of regional organizations of consumer cooperation in the Siberian Federal District, allowed to rank these organizations - from the most promising group to the group with a minimum set of relevant prerequisites.
