Assessment of the potential of non-governmental organizations to provide public services in the field of sports training within the framework of a social order

In connection with the approval in 2020 of the Federal Law № 189-FZ dated 13.07.2020 “On the state (municipal) social order for the provision of public (municipal) services in the social sphere” there was a need to assess the potential of non-governmental organizations in order to conduct their competitive selection for the provision of services and to plan performance indicators for the implementation of activities carried out within the framework of approbation mechanisms for organizing the provision of public (municipal) services. In other words, the ability to assess the competitiveness of non-governmental organizations and to understand how many organizations will potentially be able to enter the market of tested services. This article considers one of the possible approaches to such assessment and tests it by the example of sports training service in the Perm Region. The criteria for the selection of non-governmental organizations based on the main indicators of accounting (financial) statements were formed and the number of non-governmental organizations with a high level of potential to compete with government institutions was determined.
