Assessment of human capital development in the northern resource-producing regions in the context of digital transformation of the economy

The article discusses the directions in methodological approaches to assessing the level of human capital. The method of its determination is proposed, taking into account the factors of the sectoral orientation of the northern regions and the digital transformation of the economy. Four of the most typical northern resource-producing regions were selected to test the methodology. In the course of the research, the main forms of influence of the territorial, resource nature of the economy and its digitalization on human capital have been established. The methodology was tested using the example of northern regions with a similar level of contribution of the resource extraction industry to GRP. According to the results of the proposed methodology, the rating of the northern resource-producing regions of the Russian Federation according to the human capital index has been compiled. The sinking groups of human capital indicators have been identified. Directions for further development of these groups of problematic indicators are proposed.
