Implementation of public-private partnership projects based on the participants’ potential

The article substantiates the relevance of research on the potential of private investors, involving participation in concession and public-private partnership projects. The authors have developed and presented the characteristics of the «Intelligent system for evaluating companies for concluding concession and public-private partnership contracts», using algorithms for building a rating of companies based on the mathematical apparatus. The system has been developed as a database, on the basis of which it is possible to rank and select private investors, taking into account the possibility of ensuring the required level of implementation of such a project. The developed system provides an opportunity to identify factors that affect the selection of companies for concession and public-private partnership contracts, allowing at the first stage to assess the possibility of their effective participation in regional projects; evaluation of the results of financial, economic and economic activities of applicant companies in order to build a rating of companies to determine the priority of participation in projects; formation of the final graphical and mathematical interpretation of the choice of efficient companies. This will allow selecting effective companies for the implementation of the concession project and public-private partnership.
