Assessment of municipal areas management system according to criterion of life quality

The administrative reform in the Russian Federation is based on the introduction of customer-oriented approach to the activities of the executive authorities. The article considers the problem of estimating management system of municipal areas taking into account factors, influencing changes in the life quality of population. The proposed factor model of the population’s life quality management in municipal areas uses the model of the European Foundation for quality management and the model awarded by the Russian Federation Government. The author shows the results of the study of the population’s life quality in the urban and rural type municipal districts in the Nizhny Novgorod region, 2014. The analysis of the survey results, according to the criteria of the proposed method of assessing the quality management system of the municipal area, identifies opportunities for improving the system of management, using innovation and learning leadership of the municipal district.
