Assessment of the level of development of regions with the best practices of public administration (based on the materials of 2022)

The purpose of this study is to develop and test a methodology for assessing the level of development of regions. Based on a detailed analysis of existing approaches to assessing the level of development of regions, their advantages and disadvantages have been identified. Taking into account the identified imperfections, the author proposes a methodology for assessing the level of development of regions. The main advantage of this technique is the relevance of indicators to ensure comparability when comparing regions and their objectivity due to the use of weighting coefficients. The regions that showed the best practices of public administration in terms of the formation of effective development institutions were selected as the studied ones. Based on the analysis of the successful experience of the regions from the point of view of the functioning of development institutions, the Republic of Tatarstan and the Rostov, Ulyanovsk, Kaluga and Omsk regions are particularly noted, which allows them to be studied to determine the current level of development. The effectiveness of the development institutions is confirmed by the growth of tax revenues to the region and the formation of additional jobs. According to the results of the study, it was found that the functioning of the development institute in the region does not guarantee a high level of development - three out of five regions have a low level of development - the Ulyanovsk, Kaluga and Omsk regions, only the Republic of Tatarstan and the Rostov region have a high level of development.
